U.S.-Costa Rica Relations

The United States established diplomatic relations with Costa Rica in 1851, following its independence from Spain and the later dissolution of a federation of Central American states. The United States and Costa Rica have a history of close and friendly relations based on mutual respect for democratic freedoms, free trade, and other shared values. Costa Rica’s own history and record on the environment, human rights, and advocacy for the peaceful settlement of disputes give it a weight in world affairs far beyond its size, and Costa Rica and the United States often share similar positions (votes) in international fora. The United States and Costa Rica enjoy robust bilateral law enforcement and security cooperation, and have signed a maritime cooperation agreement that facilitates narcotics seizures, illegal migrant rescues, illegal fishing seizures, and search-and-rescue missions.

The United States and Costa Rica share a strong commitment to working to promote climate change mitigation and adaptation, as well as preserving Costa Rica’s important and rich biological diversity. The U.S. and Costa Rican governments, the Central Bank of Costa Rica, and The Nature Conservancy have concluded agreements that provide funding for the conservation, restoration, and protection of tropical forests.

It is estimated that approximately 100,000 private American citizens, including many retirees, reside in the country and more than a million American citizens visit Costa Rica annually.

U.S. Assistance to Costa Rica

U.S. diplomatic engagement and foreign assistance in Central America is guided by the U.S. Strategy for Engagement in Central America (Strategy). In 2015, the United States announced the Strategy, a comprehensive and robust partnership with Central American governments to promote an economically integrated Central America that is fully democratic; provides economic opportunities to its people; enjoys more accountable, transparent, and effective public institutions; and ensures a safe environment for its citizens. The Strategy focuses on three overarching lines of action: 1) enhancing citizen security; 2) promoting good governance; and 3) promoting prosperity and regional economic integration. The Strategy is a multi-year effort for all seven Central American countries that builds off of previous successful partnerships and programs in the region.

The United States is working hand-in-hand with a wide range of Costa Rican government agencies and non-governmental organizations to secure Costa Rica’s borders, professionalize its police, strengthen its judicial sector, improve its corrections system, and empower at-risk youth. Peace Corps volunteers work in economic development, education, and youth empowerment programs, and U. S. Embassy programs promote entrepreneurship, economic inclusion, renewable energy, and energy efficiency.

Bilateral Economic Relations

The United States and Costa Rica are parties to the U.S.-Central America-Dominican Republic Free Trade Agreement (CAFTA-DR), which aims to facilitate trade and investment and further regional integration by eliminating tariffs, opening markets, reducing barriers to services, and promoting transparency. CAFTA-DR contains a chapter on investment similar to a bilateral investment treaty with the United States.

The United States is Costa Rica’s largest trading partner, accounting for over half of Costa Rica’s exports, imports, and tourism, and foreign direct investment. U.S. exports to Costa Rica include automotive parts and supplies, renewable energy, franchises, hotel and restaurant equipment, healthcare products, and construction equipment. U.S. imports from Costa Rica include medical devices, pineapples, bananas, and coffee.

Costa Rica’s Membership in International Organizations

Costa Rica and the United States belong to a number of the same international organizations, including the United Nations, Organization of American States, International Monetary Fund, World Bank, and World Trade Organization.

Bilateral Representation

The U.S. Ambassador to Costa Rica is Sharon Day; other principal embassy officials are listed in the Department’s Key Officers List.

Costa Rica maintains an embassy in the United States at 2114 S Street NW, Washington, DC 20008 (tel. 202-480-2200).

Renaissance-style Catedral Metropolitana.

The Metropolitan Cathedral of San José Spanish: Catedral Metropolitana is a cathedral in San José, Costa Rica, located on Calle Central and Avenues 2 and 4. The original cathedral was built in 1802 but was destroyed by an earthquake. It was replaced in 1871 by a design by Eusebio Rodríguez in a style which combines Greek Orthodox, Neoclassical and Baroque styles with its Doric pilasters and neoclassical pediment with steeples at the side at the front of the building.

Inside, the cathedral has a notably fine colonial-style tiled floor and stained glass windows depicting biblical scenes. A vaulted ceiling spans the length of the nave with two fluted columns supporting it. At the main altar are statues of cherubs and a wooden figure of Christ. In the background is a half-cupola in the wall containing a mural of Jesus and the Holy Father.[1] To the left of the altar is the Chapel of the Holy Sacrament, adorned with wooded quadrants and floral motifs

The National Theatre of Costa Rica

he National Theatre of Costa Rica (Spanish: Teatro Nacional de Costa Rica) is Costa Rica’s national theatre, located in the central section of San José. Construction began in 1891, and it opened to the public on 21 October 1897 with a performance of Johann Wolfgang von Goethe’s Faust.

The National Theatre stood as a cultural asset of the country during a time when coffee exports were a source of its success. It presents high quality performances, with artistic criteria being very high.

The building is considered the finest historic building in the capital, and it is known for its exquisite interior which includes its lavish furnishings.

Constructed in the late 19th century, when San Jose’s population was only around 19,000 people, the theatre presented many private performances. Its only real competition was the Teatro Mora (also called the Municipal Theatre, or Teatro Municipal), that existed for many years before the National Theatre, until it was destroyed and deemed unsafe by an earthquake.

To finance the construction of a theatre suitable for name “National Theatre”, the President of Costa Rica, José Joaquín Rodríguez Zeledón decided to place a tax on coffee, then the principal export product. Later, one coffee planter begged the government to remove the export tax on his product and put it on rice and beans (also principal export products of the time).

There were many problems during the early period of construction. However, the construction errors were corrected by an Italian engineer who was brought in to direct the process. It took seven years to finish the theatre, and the inauguration took place on 21 October 1897.

The front of the theatre features statues of Calderón de la Barca and Ludwig van Beethoven. There are several monuments by the entry walkway including Frédéric Chopin. The inside features the mural Allegory of Coffee and Bananas by Milanese artist Aleardo Villa, which is featured on the five colón bill.

The Museo Nacional de Costa Rica is the national museum of Costa Rica, located in the capital of San José. It is located at Calle 17, between Central and Second Avenue, Cuesta de Moras, in the Bellavista Fortress, a crenallated, ochre colored building opposite the Legislative Assembly of Costa Rica. The fortress was built in 1917 and was originally a military barracks: the exterior walls still have many bullets lodged in them from the country’s 1948 civil war. It became the site of the museum in 1950.

The entrance on the east side leads to a courtyard displaying pre-Columbian artifacts and cannons from the colonial period. The museum is organized thematically in a counter clockwise direction from the entrance with artifacts related to Costa Rica’s geological, colonial, archaeological, religious and modern history. The museum had a notable collection of pre-Columbian stone tables (metates), ceramics and a gold room “Sala de Oro” in the northeast tower. The colonial room has a notable collection of furniture and is designed to emulate that of an actual quarters in the 18th century. The museum also has an exhibit of the 1987 Nobel Peace Prize awarded to Óscar Arias, and a bust of José Figueres and butterfly garden in the outside “Plaza de la Democracia”.

Parque Nacional Simón Bolívar (Zoológico Simón Bolívar) is an urban park of approximately 14 hectares, located in downtown San José, Costa Rica. It is the oldest botanical garden and zoo in Costa Rica. The name pays homage to Latin American national founder Simón Bolívar. It is administered by a conservation nonprofit foundation called Fundazoo. All animals in the zoo are orphaned, injured or have been disabled and are nursed back to health in hopes of releasing them.
Since 2013, activists have been procuring legal means to close this and other zoos in Costa Rica, requesting animals be relocated to cage-free rescue centers.
Simon Bolivar Zoo has its origin in the “Jardín de Plantas y Animales”, a park created in 1884 by Swiss naturalist and botanist Henry Pittier. It was founded as an institution associated to the Costa Rican Geographic Institute. It was first located near Liceo de Costa Rica, but had to be later relocated because neighbors complained about the noise of the animals. It was eventually moved to its current location in Barrio Amón. It was established on 5 July 1916 and added a botanical garden on 24 July 1921, part of the anniversary celebration of Simón Bolivar’s birth.
The park was managed by neighboring Museo Nacional de Costa Rica until 1953, when it was transferred to the Department of Fish and Wildlife of the Ministerio de Agricultura y Ganadería (Ministry of Agriculture and Livestock). In 1959 it was transferred to the Department of Lands and Forests of that ministry. In 1969 it was transferred once more, this time to the Department of National Parks of the Forestry Department. With the future transformation of this department into the National Park Service, the new department managed the zoo until in 1986 when it was placed under the Ministry of Natural Resources, Energy and Mines (MIRENEM), currently Ministry of Environment, Energy and Telecommunications (MINAET). MINAET underwrote an agreement with the Pro Zoological Foundation in 1994, which is currently managing the site.
